Abstract Urbanization and the expansion of the e-commerce market in modern society have promoted the increase of e-commerce among modern people. It has caused an increase in the demand for urban logistics, resulting in large amount of freight vehicles into the city. Fundamentally, the existing system for transporting goods using transportation means using an internal combustion engine is operating without solving the problem of road traffic congestion and environmental problems caused by exhaust gas. To solve this problem, in Korea, an urban railway logistics system that can transport logistics within the city center using urban railways is currently being developed. This underground urban railway logistics system is a new concept logistics system, and since it is operated at the station through the underground urban railway infrastructure, a standard operating procedure based on the subway system that can respond to emergency situations occurring during operation should be prepared. In this study, basic requirements for emergency manuals for establishing standard operating procedures for urban railroad logistics systems were proposed.
